At I-90 and Highway 52, open is a turn-by-turn word

A rebuilt ramp reopened southeast of Rochester on Tuesday, but four other movements still carry detours. At a changing interchange, the route question has to include both where a traveler enters and where the traveler intends to leave.

One open ramp can change a trip without making the whole interchange simple again. Minnesota's Department of Transportation reopened the ramp from westbound Interstate 90 to northbound Highway 52 southeast of Rochester on August 18. Crews had realigned the ramp and installed new box culverts beneath it. Highway 52 also reopened after a one-day closure for a concrete pour on the westbound I-90 bridge deck.

Those are meaningful openings, but they are not an all-clear for every turn. MnDOT's current notice lists four other movements on detour: westbound I-90 to southbound Highway 52, northbound Highway 52 to eastbound I-90, eastbound I-90 to southbound Highway 52, and southbound Highway 52 to westbound I-90. Two travelers can therefore reach the same interchange at the same time and face completely different route instructions.

The southbound connections make the scale easiest to see. Westbound I-90 traffic headed south on Highway 52 is directed to Exit 224 at Eyota, then south on Olmsted County Road 7 to meet Highway 52 north of Chatfield. Eastbound I-90 traffic headed south uses the same Eyota and County Road 7 connection. The detour leaves the interchange before the closed movement, so the useful decision point arrives several miles ahead of the construction itself.

The other two movements use different geometry. Northbound Highway 52 traffic headed east on I-90 continues north to Exit 47 at Marion Road, crosses the bridge, enters southbound Highway 52 and then uses the flyover toward eastbound I-90. Southbound Highway 52 traffic headed west on I-90 is directed through Rochester to southbound Highway 63, which connects with I-90 north of Stewartville.

That turn-by-turn status is the practical road story. A map pin labeled I-90 and Highway 52 cannot say whether a particular movement is available. A driver, family member or dispatcher needs the approach direction and the intended departure direction before choosing a route. The additional time or mileage for an individual trip is an editorial inference, not a duration forecast from MnDOT; current traffic and work-zone conditions still belong in the final check.

The changing pattern is part of the interchange project's third and final construction year. MnDOT says work from 2024 through 2026 is replacing bridges and reshaping ramps and loops to improve safety and traffic flow. A new flyover now carries southbound Highway 52 traffic over the northbound lanes toward eastbound I-90, removing the old at-grade left-turn conflict. This year's work includes the new westbound I-90 bridge and the remaining ramp and loop construction.

New pavement can also require an old habit to be unlearned. On southbound Highway 52, the right lane leads to the flyover for eastbound I-90 while the left lane continues south beneath the interstate. Northbound Highway 52 travelers headed for eastbound I-90 also use the right lane. Reading the lane assignment early matters more than trying to recover across fresh barriers near the split.

For a trip through southeast Rochester, the short predeparture brief is specific: name the approach, name the intended turn, check Minnesota 511, and follow the posted detour instead of improvising on a local road. The reopened ramp is real progress. The remaining detours are real, too, and treating both facts as part of the same road condition is what keeps an opening from becoming a wrong turn.
